City of
Elk - Request for Action
River O.
To Item Number
Mayor and City Council 4.11
Agenda Section Meeting Date Prepared by
Consent Aril 21, 2014 Justin Femrite, P.E. City Engineer
Item Description Reviewed by
Wastewater Treatment Facility Expansion Cal Portner, City Administrator
Engineering Fees Reviewed by
Action Requested
Approve,by motion, $261,800 increase in professional services by Bolton&Menk, Inc. for the
Wastewater Treatment Facility (WWTF) improvement project.
Background/Discussion
In June of 2013, Bolton&Menk,Inc.was authorized to complete design and construction administration
services for the WWTF improvements.
Their agreed upon fee of$880,050, or 7.7% of the total estimated project cost, included the design of an
option to pump raw biosolids to Great River Energy for their use.
As discussed at work session on January 21, 2014, this preferred option of sending biosolids to Great
River Energy was fully evaluated but proved unfeasible. Direction was given to design additional
improvements that will further process biosolids into a cake form at our site.
The modified project scope resulted in a professional service fee increase detailed in the attached letter
from Bolton&Menk, Inc.
Financial Impact
The increased engineering fee was accounted for and included in the revised project estimate of$15.4M
that was reviewed at work session in January. The additional fees will increase the previously approved
contract with Bolton&Menk, Inc. from$880,050 to $1,141,850 or 7.4% of the total estimated project
cost.
Attachments
■ Letter from Bolton&Menk,Inc.
P a w E A E U s r
NaA f RE]
