• The urban service area is expanded to include residential properties along Yale Street and 175th <br /> Avenue. This allows for planning for eventual expansion of the water and sanitary sewer system. <br /> • City owned land north of the Youth Athletic Complex is guided for industrial uses, from rural <br /> residential uses. We do know that the Parks Commission desires the subject property to expand <br /> YAC. <br /> The formal,public comment period has been open since March 11. To date, a number of comments <br /> have been received. Letters received are attached. <br /> Comments and recommendations <br /> 1. Cretex Companies has suggested that the line representing a new road connection between CR 44 and <br /> School street (Page 67) be removed. This line goes through the current Cretex property and would <br /> impact their operation. They note that the term of the plan is shorter than their expected use of the <br /> property. <br /> Recommendation. <br /> The line segment represents an important east west connection on the north side of Highway 10 and <br /> was identified as part of the most recent transportation plan,in 2004. The alignment, an extension <br /> of School Street,would connect the neighborhoods off of Meadowvale more directly with the <br /> School campus, the downtown area, and Highway 169 without forcing additional traffic onto <br /> Highway 10 or existing neighborhood streets. <br /> All road improvements, especially those that require additional right of way,impact current property <br /> owners. In locating new road connections, the planner must try to balance the constraints imposed <br /> by the current system, environment, and existing property desires with the need to move people and <br /> products in the future. <br /> It is staff's recommendation that the line segment remain,if for no other reason to trigger additional <br /> study as part of the update of the Transportation plan iii the future. <br /> 2. Members of the Park and Recreation Commission spoke at the City public hearing, (a formal <br /> recommendation from that Commission is expected) with concern on three issues: <br /> a.A proposed road connection between CR 33 and CR 1 at Meadowvale Road (initially identified in <br /> page 49) <br /> b. A proposed road connection between CR 30 and CR 35,at the Waco street alignment (page 66) <br /> c. The identification of the property north of the YAC,north of 165th for industrial purposes (page <br /> 36) <br /> Recommendation. <br /> a. The Council has directed that the segment be removed from the Comprehensive Plan,although <br /> the line represents a planned connection as part of the Sherburne County Transportation plan. <br /> b.The planned connection is part of the transportation plan, and is necessary to provide an <br /> additional collector route to serve the neighborhoods in the west side.
