Elk River Comprehensive Plan <br /> or 4 story apartments) to lower density (small lot single family or attached townhomes) <br /> as it approaches lower density neighborhoods. <br /> High Density Residential uses may also be located in appropriately zoned locations within <br /> the Mixed Use and Mississippi Connections land use areas. <br /> Mixed Use <br /> The Mixed Use land use category allows a mixture of housing, jobs and/or retail services <br /> uses within close proximity to each other. This land use creates the potential for people <br /> to live close to their jobs and retail services, and it offers an environment where one can <br /> live with less reliance on the car. This area provides another setting for high density <br /> residential land use in Elk River. <br /> Mixed Use is a district that reflects continued trends that seek to integrate residential and <br /> nonresidential development in a common setting, close to transit services. Mixed use <br /> development should be supported where transportation systems, including transit, are <br /> available to provide alternative circulation opportunities. <br /> The Mixed Use area is more frequently proposed in the redevelopment of commercial areas. <br /> "Vertical" mixed use puts retail and housing uses into a single building. This form of mixed <br /> use typically puts residential uses over street level retail or office uses where appropriate. <br /> The Mixed Use designation may also include a more horizontal arrangement of uses with <br /> strong pedestrian connections to foster a pedestrian friendly environment. Typically, a mixed- <br /> use development will be completed as a Planned Unit Development (PUD). <br /> Mississippi Connections <br /> Mississippi Connections represents the historical core of the city, and corresponds to <br /> a redevelopment framework adopted by the City Council in November, 2012. This <br /> redevelopment framework established specific goals to strengthen the study area, <br /> which was broken up into five neighborhoods. These neighborhoods include the older <br /> residential and downtown commercial neighborhoods which are facing changes in the <br /> form of access and visibility, shopping habits, and housing desires. The Mississippi <br /> Connections Plan attempts to identify key strategic objects to reinvent the area as a <br /> destination for a variety of uses and activities. <br /> FAST <br /> The Focused Area Study is the area immediately adjacent to the commuter rail station <br /> at 171 st and Twin Lakes Road. The study, completed in 2010, represented an intense <br /> collaborative effort between the City and the property owners and stakeholders in the <br /> region. The Study identified the changing traffic patterns and how they affect business <br /> and land uses in the area, as well as provided alternative uses as these patterns continue <br /> to evolve over time. <br /> 38 / Chapter 5: Land Use <br />
