INTRODUCTION Last year, the City published and distributed to the residents and businesses in Mounds View a booklet entitled: "The 1993 City Council/Staff Five Year Goal Program - Foundation for the Future, Prelude to a Community Vision" The publication listed the 10 Goals that had been developed at the 1993 Council/Staff Strategic Planning Session and invited the Community to participate in the upcoming FOCUS 2000 Forums and subsequent activities where the following actions would take place: · A Vision of the City - The "Where". The action to establish the direction of the City in the next century. · The City's Mission - The "Why". The determination of the purpose of the City. · Goals for the future - The "What and When" of our expectations for the future. · Strategies - The "How". Specific Action Steps that will make it possible to reach our destina- tion. The Five Year Goal Plan, with its 10 goals, was intended to act as a starting point from which the FOCUS 2000 Issue Project Teams would inject new ideas and fuel for thought that would help move the City along the super highway to the future. The FOCUS 2000 Final Report, completed in March of 1994, included the proposed Vision Statement and Mission Statement and a wealth of recommendations for public policy actions that could be translated into policy goals and action steps. The following month, the City Council and City Staff met in a two day Strategic Planning Session to incorporate the FOCUS 2000 recommendations and an updated Five Year Goal Program into a comprehensive implementation plan to set the wheels in motion for a journey to the Vision of Mounds View that had been described by the participants of the FOCUS 2000 Forums. The 1993 Goals were reviewed, revised and the result is this "Roadmap to the Future". The 12 goals and action steps listed in this booklet represent yet another important stop on the way to the future. The goals and action steps will serve as the City's roadmap to the year 2000 and a Mounds View that represents all that was envisioned on two very warm days in July, 1993 when over 100 Mounds View residents and business representatives came together to shape their collective destiny and the future of their community.
