Ms. McPherson <br />Page Two <br />January 22, 2004 <br /> <br />results in additional delay being associated with the intersection of Jackson <br />Street/Holt Street. <br /> <br />Under year 2006 build conditions, all key intersections are expected to operate at <br />an acceptable LOS D or better during the p.m. peak hours, with existing traffic <br />controls, signal timing and geometric layout. <br /> <br />Results of the year 2006 queuing analysis indicate that the eastbound left-turn <br />movement at the intersection of TH 169/197t" Avenue may experience occasional <br />queue length problems. The eastbound left-turn and through/right-turn queues at <br />the intersection of TH 169/193rd Avenue will occasionally extend beyond the <br />storage facilities into the adjacent Jackson Street/Holt Street intersection. <br />However, this queuing does not significantly impact the overall operations at the <br />adjacent intersection of Jackson Street/Holt Street. <br /> <br />Although the results of the year 2006 p.m. peak hour build conditions show that all <br />key intersections will operate at an acceptable overall LOS D or better, a sensitivity <br />analysis was conducted at. the intersection of Jackson Street/Holt Street and TH <br />169/193rd Avenue. The analysis was conducted with an increase of 10 and 20- <br />percent in traffic respectively. Under each situation the intersection of Jackson <br />Street/Holt Street continued to operate with an acceptable overall LOS A/D. <br /> <br />While all key intersections are expected to operate at acceptable levels of service, <br />there are geometric improvements that can be implemented to proactively prepare <br />for future conditions as well as improve safety. Figure 6 graphically displays the <br />future year 2006 recommended intersection geometrics. These recommendations <br />were formulated in coordination with Mn/DOT District 3 staff. <br /> <br />Based on the analysis results, the proposed site plan layout and access <br />recommendations are sufficient to service the proposed development in year 2006. <br />The layout shown for the proposed Holt Street extension is appropriate for the <br />current configuration of TH 169 and year 2006 forecast volumes. The <br />recommended geometric improvements should be implemented with construction <br />of the proposed Elk Ridge Center Development and realignment of 197the Avenue/ <br />Irving Street. <br /> <br />In addition, based on coordinating discussions with Mn/DOT and current plans to <br />transition this area of TH 169 to a freeway facility over time, the proposed site plan <br />layout will accommodate the future construction of a split-diamond interchange in <br />the northwest quadrant of TH 169/197the Avenue. This particular interchange <br />design does have some minor impacts to the proposed Elk Ridge Center <br />development and site layout (block one, lot one). It is too early in the process to <br />obtain any official comments from Mn/DOT staff. However, Mn/DOT felt that the <br />developer has made a reasonable attempt to provide a workable solution. <br /> <br />It should be noted that normal traffic analysis procedures would typically analyze a mid- <br />week situation.
