The submittal package consisted of a set of <br />preliminary construction plans including the preliminary plat and grading plan, storm drainage <br />calculations prepared by Schoell and Madson Inc., and a traffic analysis report prepared by SRF <br />Consulting Group Inc. Based on our review, meetings with the developers and their consultants, and <br />comments received at the staff review meeting, we would offer the following comments: <br /> <br />A. Traffic Analysis <br /> <br />We have reviewed the traffic analysis report prepared by SRF Consulting Group Inc. We <br />find the report to be technically correct and have no significant comments about the <br />methodology and/or the summary and recommendation. For the ease of reviewing this <br />report, I have reproduced the summary and recommendations section from the SRF <br />report. <br /> <br />Summary and Recommendations <br /> <br />A multi-unit commercial/retail development, Elk Ridge Center, is proposed for the <br />southwest quadrant of Trunk Highway 169 (TH 169) and 197th Avenue in the City of Elk <br />River. The purpose of this study is to determine the traffic impacts on the adjacent <br />roadway system related to the proposed development. Based on this traffic analysis, the <br />following conclusions and recommendations are offered for your consideration: <br /> <br />All key intersections currently operate at an acceptable LOS C or better during the <br />p.m. peak hour, with existing traffic controls, signal timing and geometric layout. <br />The eastbound left-turn vehicles at the intersection of TH 169/193rd Avenue will <br />occasionally queue beyond its storage facility (95th percentile queue).
