Memo to Mayor and City Council/Morcon <br />February 9, 2004 <br />Page 6 <br /> <br />Layout <br /> <br />The applicant is proposing the following buildings: <br /> <br />· 24,154 sf. retail building <br />· 15,257 sf. retail building <br />· 18,000 sf. retail building <br />· 23,375 sf. retail building <br />· 4,500 sr. Class I restaurant <br />· 7,000 sf. Class I restaurant <br />· 3,616 sr. bank. <br /> <br />The applicant has not indicated if the retail buildings will be multi-tenant or single tenant. <br />Building elevations have not been provided. However, design standards will be included in <br />the PUD Agreement and the building elevations will have to be consistent with the <br />approved standards. The applicant is proposing a north woods theme; the design and <br />construction materials will reflect this. Because of the way that the buildings are located on <br />the site, there are not any "back sides" to the buildings; all four sides of the buildings are <br />visible. <br /> <br />An outside display area 190 feet by 100 feet (19,000 sf.) is situated on the northeast side of <br />the building located on Lot 1. The applicant has not designated what the area will be used <br />for. However, there are typical issues that need to be addressed with outdoor storage such as <br />noise, lighting, screening and fencing. <br /> <br />The building located on Lot 6 is setback about only about 25 feet from the trail along Hok <br />Street. Additional building details and plantings should be included along this area. The <br />outside display area for the building located on Lot 1 is setback 18 feet from the same trail; <br />additional screening should also be included in this area. <br /> <br />Streets and Parking <br /> <br />As part of this project the applicant is proposing to construct Hok Street as a frontage road <br />along Highway 169. It will connect with Hok Street at 194~h Avenue in the southeast comer <br />of the project and intersect with 197~h Avenue at the north end of the project. The applicant <br />will also realign the intersection of Irving Street and 197th Avenue. All the access drives into <br />the ske will be from Hok Street. There will be no vehide access from Irving Street, adjacent <br />to the single family residences. The bank will also have access from Holt Street. By limiting <br />access into the project only from Holt Street, traffic impacts on the adjacent residential <br />neighborhood will be minimized. <br /> <br />The project includes 540 parking spaces; 537 parking spaces are required by code. The <br />parking areas are broken into smaller lots by landscaped islands and buildings, thus avoiding <br />the large unbroken parking lots typically found in commerdal developments.
