central portions of the site, respectively. The west basin will have two cells. The <br />north cell is proposed to be lined to maintain a permanent water pool that will be <br />landscaped and used as a site amenity. The south cell of the west basin and the <br />east basin will allow infiltration of storm water in the granular soils. <br /> <br />The west basin will have an emergency storm sewer outlet to a natural wooded <br />depression in the southeast corner of the site. This will also function as an <br />infiltrating basin. The east basin will have an emergency outlet to the Highway <br />169 ditch. The storm water basins, as shown, will provide the required volume <br />for two back-to-back 100-year storms. <br /> <br />VII. SITE GRADING <br /> <br />The majority of the site is relatively flat, which is conducive for commercial <br />development with large buildings and parking areas. The most extensive grading <br />will be in the south portion of the site, which had not previously been mined and <br />the excavation to construct the proposed stormwater basins. <br /> <br />VIII. WETLAND ALTERATION <br /> <br />An application has been made requesting exemption as incidental wetlands for <br />the two small wetlands existing on the site. No wetland mitigation is proposed. <br /> <br />IX. TREE PRESERVATION AND LANDSCAPING <br /> <br />The existing trees in the northwest corner of the site would be removed for the <br />proposed street realignment. The development plan shows preservation of about <br />half of the wooded area in the south portion of the site. This would provide a <br />buffer to the adjacent residential lots. <br /> <br />New trees are proposed in the street boulevard and islands in the parking areas. <br />Extensive plantings in conjunction with berming are proposed along the west side <br />of the development to provide screening. The landscaping would meet or <br />exceed the City ordinance requirement. <br /> <br />X. STREETS AND ACCESS <br /> <br />Access to the proposed commercial lots would be provided by proposed Holt <br />Street NW, which would serve as a frontage road along Highway 169. This is a <br />logical extension north of 194th Avenue NW at the south side. Holt.Street is <br />proposed as a 44-foot wide street with two northbound lanes and one <br />southbound and, and also with additional right-turn lanes at the two entrances to <br />the project. The second northbound lane provides a by-pass lane around left <br />turning vehicles at the entrances and a right turn lane at entrances to the north <br />lot and at 197th Avenue NW. On the north side, realignment of 197th Avenue is <br />proposed to eliminate the jog at Irving Street.
