David Pertl <br /> <br />-5- <br /> <br />December 22, 2003 <br /> <br />Proposed Development and Site Access <br /> <br />The Elk Ridge Center is proposed for development in the southwest quadrant of TH 169 and <br />197th Avenue in the City of Elk River. As part of the proposed Elk Ridge Center development, <br />along the east side of the site, an extension of Holt Street is planned for construction. The <br />proposed Holt Street extension then ties into a reali~ned intersection of 197th Avenue/ <br />Irving Street. The site layout shows two main access points along the proposed Holt Street <br />extension, with side-street stop control. Another offset block provides one access point to its <br />proposed drive-in bank, with side-street stop control. Each access point along the proposed Holt <br />Street extension is full-access. The proposed site layout is shown in Figure 3. <br /> <br />Traffic Forecasts <br /> <br />The proposed development is expected to be completed by year 2005. Traffic forecasts were <br />developed for year 2.006 (one year after construction). Based on the Sherburne County <br />Transportation Plan, and the Highway 101/169 Corridor Plan, a three and one-half percent <br />annual growth rate was applied to existing p.m. peak hour volumes to develop background traffic <br />forecasts. <br /> <br />Trip generation estimates for the p.m. peak hour and daily were calculated for the proposed <br />development based on trip generation rates from the 1997 ITE Trip Generation Reports.
