Memo to Mayor and City Council/Morcon <br />February 9, 2004 <br />Page 4 <br /> <br />During the planning process the consultant developed three alternative development <br />concepts; the Guided Growth Concept, the Current Plan Concept, and the Market Trends <br />Concept. These concepts were reviewed by the Task Force as well as the public. Comments <br />regarding the three development scenarios were collected at Public Meeting # 3 which <br />occurred on October 15, 2002. The commercial discussion notes that the subject parcel is <br />proposed to be guided for Highway Business. The consultant notes that it is a logical <br />extension of the existing commercial district. The Market Trends Concept does however, <br />point out several issues with commercial development at the subject site, noting that east- <br />west access to the site is poor. Two out of the five groups at the Public Meeting noted that <br />this could be a potential commercial site for additional goods and services. The Draft Land <br />Use Plan currently under consideration by the City Council has this parcel designated <br />Highway Business. <br /> <br />2003 Land Use Amendment and Rezoning Request <br /> <br />The applicant was before the Planning Commission on July 22, 2003 and the City Council <br />on August 18, 2003 with a similar request. At that time they were requesting a land use plan <br />amendment from MR (Medium Density Residential) to HB (Highway Business) and <br />rezoning from Rlc ( Single Family Residential) to C3 (Highway Commercial). At that time <br />they were not applying for preliminary plat or presenting any development plans. <br /> <br />July 22, 2003 Plartning ~sion Met, ting <br /> <br />The Commission recommended denial of the land use plan amendment and the zone <br />change. The majority of the Commission felt that highway commercial uses were appropriate <br />for the site. However, they either believed that the timing was wrong, because of the work <br />being done on the Comprehensive Plan update, or they wanted additional information on <br />traffic and transportation. <br /> <br />August 18, 2003 City Coto~ Mmgng <br /> <br />After listening to public comments regarding this request, the Council discussed the <br />appropriateness of highway commercial development on the site. The majority of the <br />Council seemed to believe that highway commercial development on this site would be <br />appropriate. However, the consensus was that a rezoning to PUD (Planned Unit <br />Development) would be a better fit than the proposed rezoning to C3 (Highway <br />Commercial) as it would allow the city some ability to address resident concerns. The <br />Council voted to table this issue so that staff could draft a resolution listing fmdings for <br />denial. Prior to staff drafting the findings document, the applicant withdrew their request. <br /> <br />Analysis <br /> <br />Amendment to Land Use Plan and Rezoning <br /> <br />In reviewing the request for the land use and zone change, the City Council should consider <br />whether conditions have changed to warrant the request and whether or not the zone <br />change would have adverse impacts on adjacent properties. <br /> <br />S:KPLANNING\Case Files\2003\P 03-16 Elk Ridge CenterkP03-16CC2-9.doc <br /> <br /> <br />
