The purpose of this study is to
determine the traffic impacts on the adjacent roadway system related to the proposed
development. This traffic study includes an operations analysis during the p.m. peak hour for
existing and future year 2006 build conditions. Its consistency with and impact on future
highway plans for TH 169 was also reviewed.

Existing Conditions

Traffic operations for existing conditions were analyzed at the following key intersections:

· TH 169 and 197th Avenue

· TH 169 and 193rd Avenue/Jackson Street
· 197th Avenue/Irving Street
· Jackson Street/Holt Street

Current traffic controls include signalization at each of the TH 169 intersections. The remaining
two intersections are unsig-nalized with s/de-street stop control. P.M. peak hour turning
movement counts were collected by SRF Consulting Group on Wednesday, December 10, 2003
from 4:00 to 6:00 p.m. at all key intersections. The p.m. peak hour was determined to be
between 4:15 and 5:15 p.m. Existing geometrics, traffic controls and p.m. peak hour traffic
volumes for the key intersections are shown in Figure 2.

One Carlson Parkway North, Suite 150, Minneapolis, MN 55447-4443
Telephone (763) 475-0010 · Fax (763) 475-2429 · http://www.srfconsultin~.com

An Equal Opportunity Employer
