Item # 62. <br /> J� <br /> City of <br /> Elk <br /> River <br /> MEMORANDUM <br /> TO: Planning Commission <br /> FROM: Michele McPherson, Director of Planning <br /> DATE: November 25, 2003 <br /> SUBJECT: Discuss Recommendation to the Council Regarding <br /> Development Moratorium to Allow Comprehensive Plan <br /> Implementation <br /> Attachments <br /> • E-mail from Rusty Fifield,Hoisington Koegler Group, Inc. <br /> • Chapter 3, "Using the Plan" <br /> • Mayor's Suggested Phasing Plan <br /> At the joint meeting with the Park and Recreation Commission of November 12, 2003 the <br /> Commissions discussed the usefulness of establishing a development moratorium to allow <br /> addition study time for implementation of the Comprehensive Plan official controls (zoning <br /> code, zoning map, and subdivision ordinance changes). During the Comprehensive Plan <br /> discussion at the November 17, 2003 City Council meeting,the Council discussed at length <br /> the need to "phase in" the 2 1 acre changes north of County Road 33. To that end, a <br /> special meeting of the Planning and Park and Recreation Commissions has been <br /> scheduled for the December 9,2003 Planning Commission Workshop. <br /> Implementation Components <br /> The following is a list of changes to the City's Official Controls (zoning and subdivision <br /> ordinances) that will be need to be considered during the implementation phase of the Plan: <br /> Greenways - necessitating changes to the subdivision ordinance <br /> Zoning Map Changes <br /> New Zoning Districts - Old Town,Public Facilities, and Mixed Use <br /> Comprehensive Wastewater Treatment Plan <br /> Transportation Corridor Planning <br /> Focus Area Studies (gravel mining area, redevelopment areas) <br />
