Names and addresses of all adjacent land owners within 350 feet of Site: <br /> Mailing labels, prepared by Sherburne County with the names and addresses of adjacent <br /> land owners within 350 feet are included as a separate attachment to this application. <br /> 4. Purpose of Extraction: <br /> The purpose of the extraction is to remove an existing deposit of sand and gravel and <br /> process it into construction aggregate, processing of recyclable concrete and asphalt and <br /> hot mix asphalt production. The Site serves the growing needs of Elk River and the <br /> surrounding area. <br /> 5. Estimated Time Required to Complete the Proposed Extraction and Rehabilitation: <br /> The Site is operated in phases. It is estimated that 15-20 years more or less will be required <br /> to complete the extraction and rehabilitation of the Site The duration of mining activities is <br /> approximate only and is dependent upon market demand. <br /> 6. Transportation Routes: <br /> The primary transportation routes are east on 221" Avenue to US Highway 169 and then <br /> north or south on US Highway 169 to market. The intersection of 221" Avenue and US <br /> Highway 169 has both northbound and southbound acceleration lanes onto US Highway <br /> 169 and a southbound right turn lane from US Highway 169 onto 221St Avenue. A small <br /> percentage of trucks travel west on 221"Avenue to serve local markets. <br /> There are two primary Site access points. The northern parcel's access serves the hot mix <br /> asphalt plant and is hard surfaced into the Site and around the plant area. The southern <br /> parcel's primary access point is directly across from the northern access. This access is <br /> gravel surfaced and was established in 2001. Both access points have locking gates to <br /> control access to the property. There is also a secondary access to the southern parcel that <br /> is located approximately 250 feet to the west which served as the Site access to the <br /> southern parcel prior to 2001. <br /> Average traffic generated from the Site ranges from 100-150 trucks per day (200-300 truck <br /> trips). <br /> 7. a. Physical relationship of Site with respect to the community: <br /> The Site is located near the northern boundary of Elk River. The Site is immediately <br /> west of U.S. Highway 169, and south of the Elk River Landfill. The proposed C.S. <br /> McCrossan Site is located immediately west of the Site.The Site is approximately 3 miles <br /> north of the developed area of Elk River. <br /> b.
