The groundwater flow <br /> interpretation is not sufficiently documented and,in the northern parcel,is in conflict with Figure <br /> 3 of the"Sampling and Analysis Plan"Elk River Landfill,January 2011. In the Plan,the <br /> groundwater table elevation is shown at 954 near the intersection of 221St Street and Hwy 169 <br /> while Figure 6 shows this elevation at 945. A groundwater divide,as described on page 4 of the <br /> application,is not consistent with the area(Elk River Landfill)and regional groundwater flow <br /> interpretations. Without additional information from onsite wells for the property south of 221St, <br /> the anticipated groundwater elevation should range from 954 on the east and 951 on the west. <br /> The"Excavation Plan",C2 should be modified to reflect these anticipated groundwater <br /> elevations. The applicant should also address the use of the historic high groundwater levels in <br /> establishing the excavation basegrades. <br /> e.The average thickness of overburden on the proposed extraction site. <br /> The information is provided on page 4. <br /> f.A detailed map of the highways, streets,roads or other public ways, and any private <br /> easements or private property,upon and along which the material removed shall be transported <br /> (haul roads).The map shall identify all proposed haul roads from the proposed excavation site <br /> to the Elk River corporate limits. <br /> The information is provided on page 5 and Figure 5 of the application. <br /> (8)The plan of operation,including processing,if any,the nature of the processing and <br /> equipment,location of the processing plant, source of water,disposal of water,reuse of water, <br /> and use of explosives. <br /> The information is provided on page 5 of the application. The plan of operation does not identify <br /> where the phasing of mining(and reclamation)will occur and the timing for each phase. The Site <br /> should be excavated in an orderly fashion to reduce the area of open mining at any one time. In <br /> particular,it is recommended that the northern portion of the Site be reclaimed prior to initiation <br /> of mining in the new parcel proposed for the expansion. The future location of the main <br /> operations area and office,now located in the southeast corner of the northern parcel,should be <br /> identified on the(phasing)Excavation Plan,C2. The Excavation Plan should also show the <br />
