DRAFT IMPLEMENTATION/BUSINESS PLAN <br /> <br />TWIN CITIES METROPOLITAN COMMUTER RAIL STUDY <br />STEERING AND ADVISORY COMMITTEES <br /> <br />Working Paper of September 30, 1998 <br /> <br />INTRODUCTORY SUMMARY <br /> <br />This paper brings together the detailed Phase II capital cost estimates, ridership projections, <br />operating/maintenance expenses, legal research and financial analysis for a comprehensive <br />approach to implementing commuter rail service in the Twin Cities region. The <br />development of a business plan to finance the implementation strate~' will be the principal <br />conclusion of the Phase II work undertaken during 1998. <br /> <br />The second phase of this study has examined six radial routes, along with a route <br />connecting the central business districts of Minneapolis and Saint Paul. Reference to the <br />project maps, with lines designated by alphabet letter and community destination, will be <br />helpful throughout; they are included as an appendix to this paper. <br /> <br />The discussion is presented in five sections: <br /> <br />1. Operating Expenses and Operating Revenues; <br />2. Capital Costs for Phase II Routes; <br />3. Initial Implementation Programs; <br />4. Financing Structures and Funding Sources; <br />5.
