DRAFT IMPLEMENTATION/BUSINESS PLAN

TWIN CITIES METROPOLITAN COMMUTER RAIL STUDY
STEERING AND ADVISORY COMMITTEES

Working Paper of September 30, 1998

INTRODUCTORY SUMMARY

This paper brings together the detailed Phase II capital cost estimates, ridership projections,
operating/maintenance expenses, legal research and financial analysis for a comprehensive
approach to implementing commuter rail service in the Twin Cities region. The
development of a business plan to finance the implementation strate~' will be the principal
conclusion of the Phase II work undertaken during 1998.

The second phase of this study has examined six radial routes, along with a route
connecting the central business districts of Minneapolis and Saint Paul. Reference to the
project maps, with lines designated by alphabet letter and community destination, will be
helpful throughout; they are included as an appendix to this paper.

The discussion is presented in five sections:

1. Operating Expenses and Operating Revenues;
2. Capital Costs for Phase II Routes;
3. Initial Implementation Programs;
4. Financing Structures and Funding Sources;
5. Subsequent Development Stages.

The initial discussion is based upon an analysis of the full system as studied in this phase:

Line
Line
Line
Line
Line
Line
Line

A to Bethel;
B to Elk River;
H to Norwood/Young America;
L to Northfield;
N to Hastings;
S to Forest Lake;
T between downtown Minneapolis and do~vntown Saint Paul.
