The portion of TH 47 in the corridor is <br />already at congested levels of service and is predicted to become worse by 2015. The portion of <br />TH 10 in the corridor is approaching capacity and is projected to be congested by 2015. Because <br />of lack of resources, no investments are planned for these roadways in the 20-year TSP plan. For <br />TH 47, the TSP recommends a preservation strategy allowing it to remain in its current condition <br />and serve its existing purpose. For TH 10, the TSP recommends a management strategy to <br />optimize safety, operation, and capacity of the existing roadway. <br /> <br />City and County Transportation Plans identify TH 10/47 as a principal arterial with the function <br />of mobility. As segments of this transportation corridor become more congested, the cities and <br />counties are identifying their role in maintaining the mobility of the roadway and offering travel <br />choices. The City of Elk River has identified a number of moderate- and high-cost improvements <br />for TH 10 through the City. <br /> <br />Mn/DOT District 3 draft traffic projections concur that many segments of TH 10 are approaching <br />congestion and by the Year 2020 will be severely congested, especially in and approaching the <br />City of Elk River.
