Transitways
One of the key objectives of a transitway strategy is to facilitate development of an effective
express transit route network connecting transit hubs with major economic activity centers.
Dedicated transitways, where transit vehicles would not mix with other vehicular traffic, are
essential in order to provide a travel-time advantage over single-occupant vehicle and to improve
transit service reliability. A regional transitway network would build upon existing transit
advantages and would be coordinated with other transit support facilities, such as park-and-ride
lots, transit hubs and transit stations.

The Metropolitan Council currently supports three corridors for potential rail transit
improvements:

· Hiawatha Avenue between downtown Minneapolis, Minneapolis-St. Paul Airport (MSP) and
the Mall of America;
· The Northeast Corridor* between downtown Minneapolis and the Northtown Transit Hub;
and
The Riverview Corridor between downtown St. Paul and the Minneapolis-St. Paul
International Airport.

(*The Northstar Corridor incorporates the Northeast Corridor as described in the Twin Cities
Metropolitan Commuter Rail Study.)

4.2

TRANSPORTATION PLAN UPDATE FOR THE ST. CLOUD METROPOLITAN
AREA 1995-2020, ST. CLOUD AREA PLANNING ORGANIZATION

The first two goals of the 2020 Plan recognize the need for plans to seek the optimum balance of
mobility, accessibility and safety. Providing for system efficiency as well as intermodal
transportation needs is recognized in the statement of objectives. The remaining goals are a
reminder that plans should minimize adverse community impacts and cost.

Goal A:

Balance Mobility and Accessibility

· Objective 1
Objective 2
· Objective 3
· Objective 4
· Objective 5

Minimize road congestion
Balance roadway travel by functional class
Minimize indirection
Maximize transit availability
Maximize bicycle/pedestrian availability

Goal B:

Maximize Safety

Objective 1 Minimize accidents

Goal C:

Minimize Environmental Degradation

· Objective 1 Minimize emission of air pollution
· Objective 2 Minimize impacts to environmentally sensitive areas
· Objective 3 Minimize noise pollution

Northstar Corridor Major Investment Study
Section 4 - Planning Context
10-28-98

4-2
