II. MOTION TO INTERVENE <br /> MMTG is a public body formed under Iowa law. Its members are public bodies <br /> under Iowa, Minnesota and Illinois law. MMTG members have substantial load within the <br /> Upper Midwest that is served by MISO transmission. All of MMTG members use MISO <br /> transmission and many MMTG members own or plan to own transmission within the MISO <br /> footprint. Thus, they are all affected by transmission adequacy, availability and rates. No <br /> other party can represent their interests. Their participation is in the public interest <br /> III.
