1. Develop a manual for citizen participation in county, committees <br /> <br />This will include the following: <br /> <br />a. Develop a separate list of the County committees. <br /> <br />The County should develop two separate lists: <br /> 1) the authentic County committees and other regional committees with the <br /> participation of Sherbume County residents, and <br />2) the list of committees, organizations and meetings with county <br /> commissioner assignments This list should carry a different title which more <br /> accurately describes its purpose. <br /> <br />The recommended manual would pertain to the first group of committees. <br /> <br />b. Develop some consistent policies on: <br /> <br />1) the aggressive advertising and recruitment of new members, and the application <br /> and selection process <br />2) clear mission statements or charges for those committees where it has not been <br /> already enacted by legislation on other levels <br />3) the clarification of roles of the chairs and members, and the staff <br />4) the procedures for meetings, public hearings and reporting <br />5) the payments for attendance <br />6) evaluations based on previously formulated goals <br />7) volunteer recognition. <br /> <br />The manuals produced by Washington or Dakota Counties could be used as a <br />starting point, but this County could make many improvements to those models, and <br />in turn be a model for other counties. <br /> <br />2. Review the appropriate kinds of committees for the County. <br /> <br />It may seem logical for the County to first review the appropriate kinds of committees it <br />should have to fulfill its mandates and fit its structure before it develops a manual. <br />However, this could be a lengthy process, and is the topic of another major study. The <br />Citizen League recommends that such a study be initiated, and once a manual is <br />developed, it can be adjusted for any new committee structure. <br /> <br />3. County. Commissioners should remove themselves from membership on as many <br /> Committees as possible, and devote themselves to broader policy issues. <br /> <br />For purely internal management committees, confidence should be placed in the ability and <br />competence of other County personnel to accomplish the purposes of the committees. <br /> <br /> <br />
