The appointment of residents to other committees will give meaningful work and advisory <br />decision-making responsibilities to other citizens, and allow the County Commissioners to <br />allocate more time to their primary responsibilities. <br /> <br />Much of the time saving, however, will depend on effective written reports by personnel <br />who staff the committees, so that issues are clear and oral reports can be abbreviated. <br /> <br />4. Committees or o~anizations that receive County. funds should be required <br /> report to the County. on the use of those funds, <br /> <br />The Fair Board, for example, and any other organizations that receive allocations of <br />County funds, should issue annual reports on the use of the allocation and the <br />effectiveness of their program. <br /> <br />5. Information on the County. committee structure and the opportunities for citizen <br /> participation should be publicized on the Internet. <br /> <br />Since the Internet is becoming more and more popular, a County web site should feature <br />information on the committee structure of the County, including the opportunities for <br />membership and the policies governing the operations of the committees.
