4. For most committees, there appears to be no public advertising to attract new <br /> members t$ fill vacancies. <br /> <br />Whereas all appointments to County committees are ultimately made by the County Board <br />of Commissioners, the responses to many of our questionnaires would seem to indicate <br />that being able to get on a committee depends on whom you know. <br /> <br />Members of the Planning Advisory Commission are recommended by Township Boards, <br />and the Interagency Early Intervention Committee has members appointed by participating <br />agencies and asks parents to volunteer. Most other County committees appear to rely on <br />current committee members or staff seeking volunteers to fill vacancies. Some <br />committees seek members with specific professional skills or who hold certain positions in <br />other organizations. <br /> <br />The County seems to lag behind other units of government and other counties in this <br />regard. Those governments advertise widely and effectively so that interested individuals <br />may apply, any required qualifications are listed, and criteria for selection are utilized. <br /> <br />5. The length of terms on the County. committees vary. from one year to no limit. <br /> <br />Most of the County committees have no limit to the length of time members can serve on <br />a committee, but there are some exceptions. The Board of Adjustments stipulates two <br />three-year terms as the limit, the Planning Commission has three-year terms, but the <br />number of terms to be served is vague as two or three, and the County Extension limit is <br />one year for the youth representative and three years for adults. Most other respondents to <br />our questionnaires indicated that there was no limit or it was up to the individual member. <br /> <br />6. Establishing goals and conducting evaluations are not a formalized process on <br /> most County. committees. <br /> <br />When it came to the questions on establishing goals and conducting evaluations, some <br />respondents to the League's questionnaires did not give an answer, and other responses <br />were vague. The purpose of some committees is to react to requests from citizens, and <br />formulating goals may seem to be beyond their mission. <br /> <br />The County ExtensiOn Committee indicated that it has a public evaluation of committee <br />activities at the last meeting of the year, but no other County committee cited a formalized <br />process for evaluation. <br /> <br /> <br />
