These committees along with the eight committees listed under 2., which do not currently <br />include citizen participation, will be referred to as the County Committees. For purposes <br />of this study, the Policy-Ways and Means Committee of the Board of Commissioners will <br />be categorized as an internal management committee. <br /> <br />In addition, the six following regional committees also involve citizen participation from <br />this County as well as from other units of government, for a total of 22 committees with <br />citizen participation: <br /> <br />Central MN Mental Health Board <br />Extension Mississippi Corridor Cluster <br /> Committee <br />Great River Regional Library <br /> <br />Private Industry Council <br />Sherburne/Benton Advisory Committee To <br /> Joint Board Of Health <br />Sherburne/Benton Board Of Health <br /> Services <br /> <br />2. Eight of the County_ committees consist of some or ali of the Commissioners <br /> and/or County. personnel. <br /> <br />Four of the County committees consist of all the County Commissioners acting in a <br />different capacity as the Board of Health, the Housing and Redevelopment Authority <br />(HRA), the Noxious Weed Control Appeal Committee and the Ditch Authority. This <br />practice is in contrast to some of the surrounding counties. In Washington, Dakota and <br />Isanti Counties, for example, citizens are appointed to serve on both Housing and <br />Redevelopment Authorities and the Noxious Weed Control Appeal Committees. <br /> <br />In addition, two committees consist of some of the Commissioners: the Emergency <br />Management Plan Of Sherburne County, consisting of 4 Commissioners, and the Public <br />Defender Board, consisting of 2 Commissioners. <br /> <br />The Child Placement Administrative Review Committee members are all staff, and the <br />Committee On Corrections consists of nine County staff and one Minnesota Department <br />Of Corrections staff. <br /> <br />3. Each County_ Commissioner is appointed to a rather large number of committee <br /> and organizational meetings. <br /> <br />Each of the County Commissioners is appointed to an average of approximately 20 <br />committees or organizations, in addition to the meetings of political subdivisions within <br />each Commissioner District. For each meeting attended, the Commissioners may receive a <br />per diem payment, but not more than one per diem each day. <br /> <br />Some of the committees were classified by the Citizens League as internal management <br />committees, consisting mostly of staff or other County personnel. <br /> <br /> <br />
