water to flow into infiltration trenches. Excess water from the infiltration trenches flows into a storm <br /> sewer system that directs water to two bio-retention ponds east of the proposed 170th Lane on Outlot A. <br /> Staff had a number of comments to the applicant in the letter dated December 19, 2013, regarding <br /> stormwater and drainage that must be addressed before issuing the CUP. This requirement is included as <br /> a condition for approval. <br /> Building and Architecture <br /> The facility will be constructed of store front glass, architectural metal panels, and precast concrete <br /> panels. The glass and metal are used on the west and north elevations to encompass the showroom, <br /> facing Highway 10, and 171st Ave. The precast panels are primarily used on the east and south facades, <br /> facing the Ebner's and"170th Lane". Horizontal reveals on the precast panels match the architectural <br /> metal panels on the front of the building,providing a consistent building design. <br /> Exterior walls are proposed to be 26 feet in height and extend four feet above the roof of the building. <br /> The mechanical equipment will be placed in the center of the roof, and the applicant anticipates the four <br /> foot parapet will adequately screen the units from the street. Staff has asked for section/elevations <br /> showing the location of the mechanical units, and line of sight drawings to verify the screening. These <br /> should be provided prior to the building permit being issued. Proposed exterior finishes comply with city <br /> ordinances. <br /> Landscaping and Lighting <br /> The landscape plan includes 23 overstory trees, 13 ornamental trees, and 13 evergreen trees. Prairie grass <br /> is used as a ground cover in areas near the infiltration trenches, along the north and south property lines, <br /> and sod is used as a groundcover on the remaining areas. Newly landscaped areas include drip irrigation. <br /> The lighting plan includes 25 light poles equipped with LED lights. Landscape and photometric plans <br /> meet applicable city ordinances. <br /> Signage <br /> Plans include one 24 foot high freestanding sign at 55 square feet in sign area, and four separate wall <br /> signs.All signage meets the recently adopted sign ordinance. A sign permit is required for each sign. <br /> Applicable Regulations <br /> Subdivision <br /> These findings are necessary for approval of the preliminary plat and the final plat: <br /> 1. The proposed subdivision is consistent with the:zoning regulations(article VI of this chapter) and conforms in all <br /> respects with all requirements of this Code, including the zoning regulations and this article. <br /> 2. The proposed subdivision is consistent with all applicable general and specialized city, coun y, and regional plans, <br /> including but not limited to, the ci y's comprehensive development plan. <br /> 3. The physical characteristics of the site, including but not limited to topography, soils, vegetation, susceptibiliy to <br /> erosion and siltation, susceptibility to flooding and drainage are suitable for the type and density of development <br /> and uses contemplated. <br /> 4. The proposed subdivision makes adequate provision for water supply, storm drainage, sewage transportation, <br /> erosion control and all other services,facilities and improvements otherwise required in this article. <br /> 5. The proposed subdivision will not cause substantial environmental damage. <br /> 6.
