Item 5.3. <br /> <br />M =MOFLANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor and City Council <br /> <br />Pat Klaers, City A~lministrator <br /> <br />July 8, 2002 ?~'"~'"~__ <br /> <br />Consider Public Safety - City Hall - Utilities Construction Bids <br /> <br />On July 8, 2002, the City Council is scheduled to consider and award most of the bid packages <br />for the Public Safety-City HaH-Utilities construction project. The bidding of this project was <br />complicated and additional work was required to separate out various parts of the project so <br />that everyone is funding its fair share. By this I mean things like the Site work, parking lot <br />improvements, and the cost for the shared basement under the Utilities facility needed to be <br />prorated out to either the Public Safety project, the Utilities project, Or the City Hall project. <br />This is because the Public Safety project has a separate budget financed by a lease purchase <br />bond; the City Hall part of the project is financed with reserves; and ithe Utilities are funding <br />their own project through city issued lease purchase bond. <br /> <br />As discussed at the June 24, 2002, meeting, the bids that were received were very good. The <br />positive bidding environment, which was expected, was taken into consideration as the <br />construction budget estimate evolved based on what everyone was r~questing. The City Hall <br />part of the project increased since its original concept mainly because of the basement space <br />that the city will "own" underneath the Utilities building and because digital controls were <br />added to replace our existing system. A new roof was also incorporated into the project which <br />was not part of the original concept. If all goes according to projections, funding for the City <br />Hall construction project will be available by the end of 2004. The construction project is <br />scheduled to end in late spring/early summer 2004 so some internal loans will be required <br />until the end of the calendar year. <br /> <br />The one item with this City Hall project that still needs to be decided is the roof (metal vs. <br />shingles). Staff is recommending the metal roof based on the life of the metal roof, the price <br />difference ($59,372 vs. $34,000), and the appearance. Once the Council decides this issue on <br />Monday, then this bid will come back to the Council on July 15, 2002. <br /> <br />At the June 24, 2002, meeting the City Council discussed various parts of the Public Safety <br />project that needed to be scaled back or removed in order to have the project come in on <br /> <br /> <br />
