The geothermal system remains in this construction project, iThe most difficult part of <br />the project to remove is the upstairs shell area to accommodate futule growth of the <br />department. Attached is a memo from Gary Tushie and a list of the lhanges that are <br />recommended in order to bring this construction project in on budget. A lot of what is on this <br />list as cuts will need to be funded at some time in the future - most likely through the annual <br />budget process. Also, please note that the six additional garage stalls have been added as this <br />garage space continues to be a very high priority and the floor covering in the fire garage is <br />included. <br /> <br />Finance Director Lori Johnson has been working with the city financial consultant, Ehlers and <br />Associates, Inc., on the lease purchase bonds for the Public Safety p~oject. As discussed in <br />January, the reason why only $7 million dollars is available for the prbject when the lease <br />purchase amount is $8 million has to do with the reserve requireme~. Ms. Johnson and <br />representatives from Ehlers and Associates will be at the City Council meeting to discuss the <br />possibility of reducing the reserve requirement by way of insuring th9 bonds. If this happens, <br />additional monies will be available for the construction project; however, if the city decides to <br />pursue the insurance approach there is a timing issue that we must aOdress. This timing issue <br />is that a final decision on the insurance approach will not be made b~f the bonding companies <br />until near the end of July and the bids must be awarded in early July. iAccordingly, many of the <br />items changed at this time for awarding the bids on July 8, 2002, ma~ come back into the <br />project if the insurance approach is pursued and the city is successfu! in using this approach. <br /> <br />At this time we are optimistic that the reserve requirement will change and that more than <br />$7 million dollars will be available for the Public Safety Facility. AccOrdingly, the upstairs part <br />of the project is scheduled to be awarded; however, if additional moues are not available, then <br />this upstairs component would need to be removed by way of a char~ge order. We will get less <br />value by removing this upstairs area later, but it is practically impossible to remove the upstairs <br />area now and then add it back later because of its impact on other pt rts of the building. <br /> <br />Gary Tushie of Tushie Montgomery Architects, and Jim Beckwith ot' Kraus Anderson <br />Construction Company will be in attendance to present the bids and the recommendations for <br />awarding the bids. <br /> <br />Recommendation <br />It is recommended that the City Council approve the bid packages aa submitted by Kraus <br />Anderson Construction Company for the Public Safety Facility and fbr the City Hall and <br />Public Utilities projects. <br /> <br />It is recommended that the City Council authorize the metal roof fo~ the City Hall project. <br /> <br /> <br />
