City of <br /> Elk=' Request for Action <br /> River <br /> To Item Number <br /> Mayor and City Council 4.7 <br /> Agenda Section Meeting Date Prepared by <br /> Consent January 6, 2014 Zack Carlton,Planner <br /> Item Description Reviewed by <br /> Resolution to Enter Into an Agreement With the Jeremy Barnhart,Deputy Director, CODD <br /> Minnesota Department of Transportation Reviewed by <br /> (MnDO'f) and the Landscape Partnership Program Cal Portner, City Administrator <br /> to Share the Costs of City Beautification Projects <br /> Action Requested <br /> Approve by motion,the resolution authorizing a partnership agreement with MnDOT, sharing a portion <br /> of costs for city beautification projects. <br /> Background/Discussion <br /> On August 5, 2013, the City Council directed staff to develop landscaping plans as part of the city <br /> beautification initiatives. The two locations being developed are the intersection of Highway 10 and <br /> Jackson Street, and the southern face of the railroad bridge embankment at northbound 169. <br /> As part of the project,the Council also authorized the exploration of a partnership with MnDOT to assist <br /> with the funding of project materials. The partnership will reimburse the city a portion of the money <br /> spent on materials purchased as part of the project,up to $3,000. The city may pursue additional funding <br /> for future projects,with the opportunity for an increase in value. The application must be submitted by <br /> January 31, 2014, for construction the following spring. <br /> In order to enter into the agreement,MnDOT's Landscaping Partnership Program requires a resolution <br /> from the city. The resolution includes a statement of authorization and designates a project representative <br /> to work with MnDOT. <br /> Financial Impact <br /> The Capital Improvement Plan (CIP) includes $60,000 in 2014 for intersection improvements,including <br /> funding from the 2013 CIP transferred to 2014 for the above landscaping projects. <br /> Attachments <br /> • Draft Resolution <br /> • City Council Staff Report Dated August 5, 2013. <br /> P a w E A E U s r <br /> NaA f RE] <br />
