Mr. Pat Klaers
October 2, 1998
Page 2

3. Minimum traffic volumes:

The total vehicular volume entering the intersection from afl approaches must
average at least 500 vehicles per hour for any 8 hours of an average day, and
The combined vehicular and pedestrian volume from the minor street or highway
must average at least 200 units per hour for the same 8 hours, with an average
delay to minor street vehicular traffic of at least 30 seconds per vehicle during the
maximum hour, but
When the 85-percentile approach speed of the major street traffic exceeds 40
miles per hour, the minimum vehicular volume warrant is 70 percent of the above
requirements.

Analysis of each of these warrants is as follows:

A signal is not warranted or urgently needed at this intersection, so this warrant is not
met.

On September 2, 1998, Jori Anderson at Mn/DOT Office of Traffic Engineering
responded to our request to send us a listing of all reported accidents at this intersection
for the last three years. The summaries are found on the attached pages.

No accidents have occurred at this intersection in the past three years. Therefore, this
warrant is not met.

Traffic counters were set up on all approaches of this intersection from Tuesday,
September 1, 1998 to Thursday, September 3, 1998. The results are included on the
attached pages.

Presently, there are no hours where the total approach volume of the intersection
is at least 500 vehicles. The peak approach volume hour was 5:00 p.m. - 6:00
p.m., and there were 340 vehicles entering the intersection.

Using the Trip Generation manual, and assuming 78 occupied rooms in a motel,
the average weekday traffic would be 752 vehicles per day (Ln(T) = 1.065Ln(X) +
1.983; T- number of trip ends, X = number of occupied rooms; p.550 of manual).
A conservatively high assumption for the peak hour is 10% of the ADT. With this
assumption, and assuming that % of the vehicles are leaving the hotel at this
hour, this peak volume would be 75~2 = 38 vehicles.

Adding this volume to the peak hour volume, there would be 378 vehicles during
the peak hour. There still would be 0 hours when the approach traffic reaches
500 vehicles.

There is no significant pedestrian volume at this intersection to affect this
warrant. This warrant is not met.

Howard R, Green Company
O:\PROJ\804920j\O325\920-1807.sept.doc CONSULTING ENGINEERS
