R. Green Company
CONSULTING ENGINEERS

October 2, 1998
File: 804920J-0325

CONSULTING ENGINEERS

Formerly MSA
Consulting Engineers

Mr. Pat Klaers
City Administrator
City of Elk River
13065 Orono Parkway
Elk River, MN 55330

RE: 189TM AVENUE/DODGE STREET INTERSECTION

Dear Mr. Klaers:

When the City Council considered the Country Inn and Suites proposals, they also authorized
an all-way stop sign warrant study for the intersection of 189th Avenue and Dodge Street. As
you are aware, the intersection is currently a "T" intersection, but the fourth leg will become the
driveway to the Country Inn and Suites. 189th Avenue is currently stop-controlled with no stop
sign on Dodge Street.

We performed traffic counts for this analysis from Tuesday, September 1, 1998 to Thursday,
September 3, 1998. Results of these traffic counts are attached. We have observed very little
pedestrian traffic at this intersection, so pedestrian counts were not performed.

Warrants for multi-way stop signs are found in the Minnesota Manual of Uniform Traffic Control
Devices (MMUTCD), and are as follows:

The "Multi-way Stop" installation is useful as a safety measure at some locations. It should
ordinarily be used only where the volume of traffic on the intersecting roads is approximately
equaL A traffic control signal is more satisfactory for an intersection with a heavy volume of
traffic.

Any of the following conditions may warrant a multi-way STOP sign installation (sec 2B-4):

Where traffic signals are warranted and urgently needed, the multi-way stop is an interim
measure that can be installed quickly to control traffic while arrangements are being
made for the signal installation.

An accident problem, as indicated by five or more reported accidents of a type
susceptible of correction by a multi-way stop installation in a 12-month period. Such
accidents include right and left turn collisions as well as right-angle collisions.

O:\PROJ\804920j\0325\920-1807.sept.doc

1326 Energy Park Drive · St. Paul, MN 55108 · 612/644-4389 fax 612/644-9446 toll free 888/368-4389
