Miller, Jessica <br /> From: Annie Deckert <annie @decklangroup.com> <br /> Sent: Thursday, October 17, 2013 3:20 PM <br /> To: Carlton, Zachary <br /> Cc: Portner, Cal <br /> Subject: Notes for Planning Commission Workshop on 10-22-13 re: Sign Ordinance Amendments <br /> Attachments: Sign Ordinance Discussion- PowerPoint.pdf, 6-18-13 Elk River Area Chamber of <br /> Commerce.pdf, Narrative- support from city plans.pdf <br /> Hi Zach, <br /> I plan to be in attendance at the October 22 Planning Commission Workshop, and I respectfully ask that you include <br /> the following information, attachments, and all letters of support for the proposed Granite Shores sign (provided prior <br /> to the 7-9-13 Planning Commission meeting)I in the packet for discus sion/consideration as it relates to the sign <br /> ordinance discussion: <br /> Comments provided to staff on 9-18-13 and 10-1-13 by the Downtown River's Edge Business Association as they <br /> relate to Section 30-872 Downtown District (provided to me by Chair Fred McCoy, numbers correspond to <br /> subsections in ordinance): <br /> • 3) Increase maximum wall mounted signage from 32 square feet to 15% <br /> • 4) increase height for wall mounted signs from 24" to 36" <br /> • 9) signage shall be constructed of metal, wood, stone, plastic (with three dimensional reliefs and or cloth)- <br /> eliminate <br /> • 11) eliminate this section (with the exception of individual letters, only allowing externally illuminated signs) <br /> • 12) Allow monument and freestanding signs, refer to C-1 zoning district guidelines to address these signs <br /> • 14) window signs and temporary on-site signs attached to or painted on a window may not cover more than <br /> 50% of the window surface area- increase to 80% <br /> • Don't require a permit for temporary banners, or, if this is not an option, create an annual temporary banner sign <br /> permit ($30 fee, $100 escrow)which allows business owners to put up signs for events, to be taken down after <br /> the event; it is the business's responsibility to notify the city if new banners being put up <br /> Proposed Granite Shores Freestanding Sign Information <br /> •Granite Shores wants to build a freestanding sign to advertising available residential/commercial space, businesses within <br /> Granite Shores and events held in downtown Elk River. Granite Shores owner, Jim Soderberg, is open to <br /> comments related to sign design and percentage of time dedicated to promoting downtown events <br /> •Began process March 2013, asked staff for input on sign design, location etc. (received none), applied for sign permit May <br /> 2013- denied by city staff <br /> •Applied for Appeal of Zoning Decision; considered by BOA on 7-9-13 and 8-13-13 and City Council on 8-19-13; directed <br /> staff to work with Downtown River's Edge Business Edge Association and applicant to collect input on potential sign <br /> ordinance changes and to work with applicant of Granite Shores sign to "try to make something work" <br /> • I met with staff on 10-3-13 and they indicated they were proposing no changes as it relates to working with us to construct <br /> the Granite Shores sign, and suggested the City would be exploring building a similar sign on the Chamber of <br /> Commerce property and/or property NE of Kemper Drug/N of Soul. Staff indicated the sign compromises the fragile <br /> character of the downtown ("historic") and expressed concern that similar signs would "pop-up" throughout downtown <br /> • I proposed the following sign ordinance amendment to address this concern, and am open to any <br /> variation to address staff concerns <br /> Section 30-1 <br /> i <br />
