City Engineer <br /> Item Description Reviewed by <br /> 2014 Intersection Enhancement Projects Cal Portner, City Administrator <br /> Reviewed by <br /> Action Requested <br /> Provide staff direction on preferred options to 2014 intersection enhancement projects. <br /> Background/Discussion <br /> Included in the 2014 Capital Improvements Plan is a project for enhancements to existing intersections to <br /> improve safety and mobility. The three intersections currently being scoped for improvements are <br /> detailed below: <br /> Main Street and Parrish Avenue Intersection <br /> This intersection continues to generate a high number of complaints and concerns related to limited sight <br /> distance and overall congestion. In the past five years there have been a number of crashes and <br /> numerous reported close calls at this location. The issue of congestion is directly related to the proximity <br /> of this location to the Main Street and TH 10 intersection. Little improvement to congestion will be <br /> realized at the Main Street Parrish intersection without larger capacity improvements made at TH 10 and <br /> Main Street. Engineering staff has reviewed the sight line concerns and has evaluated 4 possible options <br /> to improve this safety concern: <br /> • Option 1 —Stripe no parking on south side of Main Street west of the intersection—Costs <br /> estimated to be less than $500. <br /> • Option 2—Add stop control for eastbound Main Street traffic—Costs estimated to be less than <br /> $1,000. <br /> • Option 3—Remove parking and add right turn lane for eastbound to southbound movements — <br /> Costs estimated to be around$15,000. <br /> • Option 4—Design and install a new mini roundabout in this location—Costs estimated to be <br /> about$150,000. <br /> Proctor Road and Highland Road Intersection <br /> Accident history at this intersection suggests modifications should be considered to increase awareness of <br /> the existing traffic control devises. The intersection is currently a two-way stop controlled intersection <br /> with stop signs facing east-west traffic on Highland Road and 194`''Avenue. Proctor Road movements <br /> are unrestricted. Staff is recommending supplementing the existing control in one of two ways: <br /> • Option 1 —Replace existing stop signs with LED flashing stop signs—Costs about$4,000. <br /> • Option 2—Add LED flashing`Approaching Traffic' signs—Costs of about$6,000. <br /> P a w E A E U s r <br /> NaA f RE] <br />
