COMMUNITY & STAKEHOLDER INVOLVEMENT <br /> COMMUNITY&STAKEHOLDER INVOLVEMENT <br /> Park and Recreation Planning Group—We view preparation of the Master Plan as a partnership with City staff. As such we will <br /> work hands-on with a core group of City staff as the primary group to guide the process and work. We will hold regular meetings <br /> with staff to test ideas,develop plans,review work,and guide the process. We will also hold work sessions with staff to develop <br /> the priorities,framework,goals,Draft Master Plan,Focus Area Plans and Action Plans. <br /> Parks and Recreation Commission Meetings —The Parks and Recreation Commission is to act as a sounding board for the <br /> planning process. We propose to hold two meetings/workshops with the Commission and Commission members will be invited <br /> to participate in the Community Forums and Focus Group sessions. In addition,we ask that City staff provide regular project <br /> updates to the Commission. <br /> City Council Involvement—We have found that keeping the City Council informed throughout the planning process is an essential <br /> component of building plan support. We will meet with the City Council early on in the process,keep them informed through the <br /> use of project briefing packets during each phase of the planning process,and make a final presentation to the Council. <br /> Community Forums—HKGi will hold two interactive community forum meetings with the public and stakeholders. A meeting <br /> early in the process will allow participants to provide input on needs,opportunities and priorities for Elk River Parks and Recreation. <br /> A second forum will allow the public and stakeholders to review and comment on the Draft Master Plan. These forums will be fun <br /> events where attendees can actively participate through dot ranking,park planning exercises,etc. <br /> On-line Parks and Recreation Questionnaire— HKGi will prepare an engaging web based questionnaire using Survey Monkey <br /> software to test community satisfaction,gather ideas and define priorities for the parks and recreation system. <br /> Web Based Content—As digital media becomes more widespread and more mobile,we have found web input to be an extremely <br /> effective way to reach residents. For each phase of the process,we will supply the City with content for the project page hosted <br /> on the City website. We will also provide two opportunities for on line-input through questionnaires in the needs assessment <br /> and draft plan review portions of the plan process. On-line input has the advantage of allowing users to conveniently respond on <br /> their own time. <br /> Partners and Stakeholder Focus Group Sessions—We will hold a series of(up to 3) focus groups sessions with partners and <br /> stakeholders. These sessions allow detailed input from stakeholders and a dialog about system priorities. Potential participants <br /> include:representatives of the school district,youth athletics,seniors,the Chamber of Commerce,service and arts organizations, <br /> and the Parks and Recreation Commission. <br /> Optional Additional Involvement Service-(See Fees section of this proposal for the cost of optional additional service) <br /> Public Opinion Survey— HKGi would prepare,administer and analyze the results of a mailed statistically valid community <br /> survey to help measure satisfaction,identify needs and define priorities for the future of the Elk River park and recreation system. <br /> Our surveys have proven to be effective tools to"take the pulse of the community" <br /> More specific descriptions of the public involvement components are included as part of the Work Plan. <br /> PAGE 6-ELK RIVER PARKS&RECREATION MASTER PLAN PROPOSAL <br />
