(HKGi) to complete the Parks and Recreation Master <br /> Plan. <br /> Background/Discussion <br /> A Parks and Recreation Master Plan has been identified as a priority project in the Park Improvement <br /> Fund for the past two years. For this reason, staff prepared a Request for Proposal this past fall for a <br /> plan that will guide the investment and operation of our entire park system into the foreseeable future. <br /> The city received 10 proposals, of which 9 met the requested scope,ranging in cost from$76,000 to <br /> $130,000. An internal review of the proposals was completed by the Parks and Recreation staff with the <br /> same four firms receiving top scoring consideration. HKGi received unanimous support as the first <br /> choice due in part to their proposed organization and clarity,work plan deliverables, strong community <br /> involvement and the cost. Their cost including a community needs assessment and a public art plan is <br /> $82,700. <br /> Representatives from Parks and Recreation, Community, Operations and Development and <br /> Administration met with HKGi on November 12 to discuss the project and outline the master planning <br /> process, should they be hired. <br /> Staff is proposing that a planning group guide the master plan process and work. This will include staff <br /> from the Parks and Recreation Department,led by the Parks and Recreation Director,and up to two <br /> members from the Parks and Recreation Commission. <br /> Highlights of the proposal include: <br /> • In approximately nine months,regular ongoing meetings with the planning group, a City Council <br /> introduction,two interactive community forum meetings, three focus group sessions (including <br /> one with youth sports organizations),plus two Parks and Recreation Commission meetings and a <br /> final presentation to City Council. <br /> • A needs assessment to include a mailed statistically valid community survey to help measure <br /> satisfaction,identify needs and define priorities for the future of our park system.
