SECTION 2 <br /> 2.7. Public Utilities <br /> Elk River is located outside of the Metropolitan Urban Service Area. Both sanitary sewer and <br /> subsurface sewage treatment systems are located within the City.Elk River has 8 municipal wells <br /> for water supply and distribution as well as numerous individual wells throughout the City. <br /> Storm sewers,ditches,curbs,and gutters provide stormwater conveyance for the City. Figure 2 <br /> shows the City's stormwater system of pipes,channels, and ponds.Future street maintenance and <br /> redevelopment will likely dictate the extension or reconstruction of the storm drainage system. <br /> 2.8. Surface Waters <br /> Many of Elk River's lakes, streams,and wetlands are protected under the Department of Natural <br /> Resources' protected waters program. Refer to Figure 3 in Appendix A for a map of the Public <br /> Waters Inventory (MN DNR) and National Wetland Inventory(US Fish and Wildlife). <br /> The Department of Natural Resources is the regulatory agency that permits work in public waters. <br /> In addition,the Army Corps of Engineers has permitting authority over waters of the United States, <br /> which often includes individual lakes, streams, and wetlands. <br /> Local Government Units(LGUs)are responsible for administering the rules of the Wetland <br /> Conservation Act of 1991 (WCA). The intent of the WCA is to promote no net loss of wetlands. <br /> Elk River is the LGU responsible for administering the WCA within the City. <br /> 2.8.1. Water Quality Data <br /> Water quality data for the City has been obtained from the Minnesota Pollution Control <br /> Agency (MPCA)Environmental Data Access site. This database is utilized by <br /> participating agencies to compile water quality testing data and is almost entirely used for <br /> the storage of water quality parameters. <br /> Refer to Figure 7 for many of the water quality monitoring locations within the City of Elk <br /> River. Water quality monitoring information/data can be found at the MPCA's <br /> Environmental Data Access site at <br /> hltp://www.pca.state.mn.us/index.php/water/water-monitoring-and-reporting/water-moni <br /> toring-and-reporting.html. <br /> 2.8.2. Impaired Waters <br /> The MPCA lists the following water bodies located within or near the City as being <br /> impaired: <br /> • Elk River(ID—07010203-548) from St.Francis River to Orono Lake is listed as <br /> impaired by the MPCA due to E-coli and Mercury. <br /> • Elk River(ID—07010203-525) from Orono Lake to Mississippi River is listed as <br /> impaired by the MPCA due to Mercury. <br /> Surface Water Management Plan <br /> City of Elk River Section 2 <br /> WSB Project No.1992-030 Page-3 <br />
