SECTION 5 <br /> 5. The city shall have the right to request and review inspection and maintenance <br /> records and shall have the right to perform an inspection of stormwater facilities <br /> at any time if the city has probable cause to believe that the facilities are not being <br /> properly maintained or inspected. <br /> 5.5.6 Freeboard Policies <br /> 1. Emergency overflows shall be provided for all street low points and ponding <br /> areas. Emergency overflow swales shall be constructed to provide one foot of <br /> freeboard between overflow elevations and the lowest opening or floor elevation <br /> of any residences or structures used for public, commercial, or industrial <br /> purposes. Overflow swales shall be directed along drainage easements. Freeboard <br /> shall be calculated based on distance between elevation passing through overflow <br /> at 100 year discharge rate and low building opening. This will require more than <br /> one foot of separation between bottom of overflow and low building opening. <br /> 2. Storm water ponds with outlets shall be sized to detain the 100-year 24-hour <br /> recurrence storm event with 1.0-foot freeboard while maintaining outflow <br /> requirements. Storm water ponds will be reviewed by the City Engineer on a <br /> case-by-case basis. Easements will be required to the high water level as <br /> determined. <br /> 3. Drainage facilities for major storms (100-year, 24 hour recurrence interval) shall <br /> provide at least one feet of freeboard from the high water level to the lowest <br /> opening or floor elevation of any residences or structures used for public, <br /> commercial, or industrial purposes. <br /> 4. Downstream outlet needs to be identified for each ponding area(pipe, overland, <br /> pump, etc.). <br /> 5.5.7.Landlocked Basin Policies <br /> 1. Storm water ponds without outlets shall be sized to hold the greater of 100-year <br /> 24-hour, 10-day snow melt or back-to-back 100-year, 24-hour recurrence storm <br /> events with 1.0 foot of freeboard. Storm water ponds will be reviewed by the City <br /> Engineer on a case-by-case basis. Easements will be required to the high water <br /> level as determined. A pumping plan may be required that will define at what <br /> elevation water must be pumped from the pond to maintain storage that is <br /> anticipated as part of the above analysis. <br /> 2. It is the intention of the City to have established outlets and/or overflow routes <br /> for all stormwater retention areas within the City. Furthermore, it is intended that <br /> outlets and overflows be designed in a manner that mitigates downstream impacts <br /> Surface Water Management Plan <br /> City of Elk River Section 5 <br /> WSB Project No.1992-030 Page-5 <br />
