SECTION 5 <br /> volume control practices or for any project that has a limited ability due to the <br /> infiltration constraints listed above to meet the conditions for post-construction <br /> stormwater management, the City may allow for lesser volume control on the site <br /> if <br /> i. It is demonstrated to the maximum extent practicable that volume <br /> reduction techniques, other than infiltration (e.g., evapotranspiration, <br /> reuse/harvesting, conservation design, green roofs, etc.) on the site of <br /> construction that reduces stormwater discharge volume but may not meet <br /> the conditions for post construction stormwater management. <br /> 4. There may be circumstances where it is unfeasible to meet the conditions for post <br /> construction stormwater management for total phosphorus and/or total suspended <br /> solids on the site of construction activity. For this purpose the City may allow <br /> mitigation projects to be completed. These mitigation activities may be allowed <br /> in by the City in the following order of preference: <br /> i. Locations that yield benefits to the same receiving water that receives <br /> runoff from the original construction site; <br /> ii. Locations within the same subwatershed, <br /> iii. Locations within an adjacent subwatershed; <br /> iv. Other desirable locations within the City. <br /> 5.5.5.Maintenance Policies <br /> 1. All settled materials from sumps, grit chambers, and other devices, including <br /> settled solids, shall be removed and properly disposed of on an annual basis. <br /> One to five-year waivers from this requirement may be granted by the city when <br /> the owner presents evidence that the facility has additional capacity to remove <br /> settled solids in accordance with the original design capacity. <br /> 2. Ponds shall be inspected at least once every five years to determine if settled <br /> materials should be removed. Settled materials shall be removed and properly <br /> disposed of when the pond is no longer functioning at the original design <br /> capacity. <br /> 3. When requested by the city, a maintenance plan must be provided that defines <br /> who will conduct the maintenance, the type of maintenance and the maintenance <br /> intervals of a private stormwater facility before the facility is approved. <br /> 4. All stormwater facilities must be designed to minimize the need for maintenance, <br /> to provide easy vehicle and personnel access for maintenance purposes, and be <br /> structurally sound. It shall be the responsibility of the applicant to obtain any <br /> necessary easements or other property interests to allow access to the facilities for <br /> inspection or maintenance. <br /> Surface Water Management Plan <br /> City of Elk River Section 5 <br /> WSB Project No.1992-030 Page-4 <br />
