<br />The Northstar Corridor Development Authority met on July 9, 1998, at the Sherburne County
<br />Government Center in the City of Elk River, Minnesota.
<br />
<br />The following members, alternates and citizens were present Jean M. Keely, Chuck Lenthe, Gary
<br />Erickson, Mary Beth Christi~ason, David Loch, Gerry Donlin, Mary Richardson, Tim Yantos, Dan
<br />Erhart, Jerry Newton,' Steve Billings, Lewis Stark, John Norgren, Gary Hammer, Ken Paulson, Bab
<br />Haarman, Richard Monk, Scott Harlicker, Paul McCarron, Patrick Cairns, Donald Hanson, Carl Yellick,
<br />Duane Grandy, Don Jolly, Jim Dickinson, Terry Nagorski, Rick Speak, A1 Seppelt, Stephanie Eilers,
<br />Ken Stevens, Jim Barton, Brian Roper, Elliot Perovich, Dick Wolsfeld, Dan Meyers, and Elizabeth

<br />Chairperson Donlin called the meeting to order at 4:37 p.m.
<br />
<br /> A motion was made by John Norgren, seconded by Duane Grandy and carried unanimously to
<br />· approve the Northstar Corridor Development Authority minutes from the meeting held on June
<br />4, 1998, as presented.
<br />
<br />Dick Wolsfeld, BRW, discussed the general purpose and need subject areas of the Major
<br />Investment Study. The following issues were discussed:

<br />Roadway Congestion
<br />Number and Severity of Accidents
<br />Containment of Sprawl
<br />Economic Development
<br />Travel Choices
<br />Intermodal Connections
<br />Air Quality
<br />Freight Service Improvements
<br />
