City Council Minutes Page 4 <br /> October 7,2013 <br /> ----------------------------- <br /> The City Council reconvened at 8;13 p.m. <br /> 10.1 Environmental-Planning Division Staffing <br /> Mr. Barnhart presented the staff report. He explained that staff is only seeking <br /> authorization to move forward with the plan as outlined and position descriptions <br /> will be brought forward at a future meeting. <br /> Discussion took place on the division of duties within the Community Development <br /> Department. <br /> Council consensus was to proceed as illustrated. <br /> 10.2 2014-2010 Capital Improvement Plan <br /> Mr. Simon presented his staff report. <br /> Mr. Feinrite and Mr. Pearson outlined additional information on proposed <br /> infrastructure projects and technology replacements from 2014-2018. <br /> 10.3 Biennial Budget Discussion <br /> Mr. Simon presented his staff report. <br /> Mr. Portner stated that Brooklyn Park and Plymouth utilize biennial budgets which <br /> work well in both cities. <br /> Councilmember Westgaard indicated it would be nice to have a year off from <br /> budgeting to spend more time on capital and development planning. <br /> Councilmember Motin concurred. He added the Council would always have the <br /> option of returning to annual budgeting. Mr. Simon noted the same level of detail <br /> would be supplied for biennial budgets. <br /> Councilmember Burandt stated she likes the idea of planning for two years at a time. <br /> She questioned if the budget cycle would have to begin earlier. Mr. Portner stated <br /> that the timeline would be the same. <br /> Mayor Dietz stated he is hesitant of switching to a biennial budget and would have <br /> to be convinced.
