All the public <br />improvements associated with this project are outlined in the July 1997 <br />feasibility study. The main component of the proposal under discussion on <br />September 28th will be the trunk sewer and water project and its proposed <br />assessment amount of $6,000 per acre. The City Council can review and <br />discuss any street assessments at a later date as these improvements are <br />included in the overall project and will be part, although a minor part, of the <br />public hearing presentation. It is assumed after the September 28th meeting <br />that a City Council decision will be made on whether or not the City is going <br />to pursue a large public improvement project or initially a smaller project, <br />which expands into the large project in phases. <br /> <br />Before the September 28th public hearing, the City Council should discuss the <br />components of the project, the progress and current status of the project, and <br />some of the outstanding issues associated with the proposal. This discussion <br />is intended to take place at the September 14th City Council meeting. <br /> <br />It bears repeating that the Council held a public informational meeting on <br />July 29, 1996, for the East Elk River trunk sewer and water project. These <br />minutes are attached for your reference. It should be noted that a number of <br />the speakers at this meeting are owners of single family homes and according <br />to the proposed assessment roll, will not receive an assessment for the trunk <br />utility project. Additionally, it should be noted that some of the speakers are <br />from outside of the public improvement project. <br /> <br />The city has done a great deal of preliminary work in evaluating this project <br />and estimating the costs of the project. Attached for your information is a <br />projected assessment roll for the large project. This list includes properties <br />between Highway 10 and the river.
