Mr. Pat Klaers <br />Page Three <br />January 23, 2004 <br /> <br />Discuss options for solids treatment handling and disposal. Identify potential <br />advantages and disadvantages of each option and present a recommendation for <br />future considerations. <br /> <br />Prepare a memorandum outlining options for screening, grit removal, flow <br />measurement, primary clarification, aeration systems improvements, secondary <br />clarification and disinfection as it relates to treatment, biological oxygen demand, <br />and suspended solids removal. <br /> <br />Meet with representatives of MPCA to define a pplicable effluent limitations and <br />solids handling regulations currently and into the future. <br /> <br />Based on the above-described scope of services and an estimated level of effort, the <br />approximate engineering fee would be $55,000. <br /> <br />4. Sewer Availability Charges (SAC) Analysis <br /> <br />Based on items 1, 2, and 3, construct a timeline and estimated capital costs and/or <br />maintenance costs into the future. <br /> <br />Meet with City to review historic sewer enterprise fund financial information. <br />Based on historic information, make projections relative to sewer connections into <br />the future. <br /> <br />Based on projected expenditures and sewer connections, prepare an analysis and <br />make recommendations relative to SAC rates in the future. <br /> <br />Based on the above-described scope of services and an estimated level of effort, the <br />approximate engineering fee would be $22,500. <br /> <br />Evaluate Sanitary Sewer Collection Options From the Following Three Areas <br />Identified in Comprehensive Plan: <br /> <br />Gravel Mining Area - This area is <br />Brentwood Addition, west of Trunk <br />railroad bed, and extending north. <br /> <br />generally described as north of the <br />Highway 169, east of the abandoned <br /> <br />East Elk River Area - This area is generally described as east of Cleveland <br />Avenue (County Road 40) from CSAH 12, north to County Road 31 (Viking <br />Boulevard), east to the corporate boundary of the City. <br /> <br />Cargill Area - This area is generally described as from Trunk Highway 10 to the <br />west, bounded by 175th Avenue on the north and 165th avenue on the south. <br /> <br />The scope of services for each of these areas would generally include the following: <br /> <br />Ltr-011204-Klaers.doc <br /> <br />Howard R, Green Company <br /> CONSULTING ENGINEERS <br /> <br /> <br />
