Trout Brook Estates <br /> June 22,2004 <br /> Page 4 <br /> Utilities, Grading. and Drainage <br /> The City Engineer addresses grading, drainage and utilities in his memo. <br /> Wetland Impacts <br /> The Technical Evaluation Panel has reviewed the wetland impact and mitigation plan <br /> submitted by the applicant. As the Commission may recall, during the review of the <br /> Tollefson proposal, there were a number of wetland impacts that would have occurred. The <br /> applicant has since reduced the impacts to an acceptable level and has provided a plan to <br /> replace the impacts at the required rate. Rebecca Haug, Environmental Technician, has <br /> submitted a review memo with conditions in this regard. <br /> Park Dedication <br /> The Parks and Recreation Commission has reviewed the preliminary plat for park dedication <br /> purposes. They have requested receipt of Outlot I located on the southern portion of the <br /> plat for park dedication. Outlot I includes portions of three wetland complexes, as well as a <br /> storm water detention pond. These areas will not be given for credit and the area not met by <br /> land dedication will be requested in cash. <br /> The Commission also requested that a number of trails be constructed through Outlot I to <br /> connect the development to a portion of the adjacent Outlot K. These trails will connect to <br /> the 6-foot wide sidewalks located along the public streets. Staff suggests that a condition of <br /> approval be that the developer constructs these trails including the wetland crossing and <br /> retaining walls as needed,at the developer's cost. If 188th Lane is extended to the easterly <br /> edge of the plat, the associated sidewalks should also be extended. <br /> Housing Types <br /> The applicant is proposing to construct single-family detached homes with attached garages. <br /> Five different structure types have been submitted for consideration, and each of the <br /> structure types have a variety of building elevations. <br /> Landscaping <br /> The applicant submitted a landscape plan providing two trees (one street and one <br /> ornamental tree) per lot. The entry at County Road 13 is heavily landscaped,as well as the <br /> westerly property line.
