Panning Commission/CU 04-34 <br /> November 23,2004 <br /> Page 3 <br /> Parking and Circulation <br /> The parking area is being proposed on the north side of the proposed barn,with direct <br /> access off of the driveway. No drawings were provided indicating how many vehicles can be <br /> parked in that area. Staff recommends that space be provided for 12 vehicles. <br /> Riders will not be providing their own horses, so parking for horse trailers is not needed. <br /> The applicant has four horse trailers and three will be stored in the existing pole building <br /> while the fourth will be stored outside, adjacent to the pole building, on a Class-V surface. <br /> Environmental Concerns <br /> Due to the proximity to two county ditches (which flow to Lake Orono), and the need for <br /> fenced pasture land for the horses, staff recommends that manure only be stockpiled outside <br /> on site for no more than 7 days and then be hauled off-site for disposal. Further <br /> environmental concerns are addressed in the Environmental Technicians memo. <br /> Standards for Issuance of a Conditional Use Permit <br /> The issuance of a Conditional Use Permit can be ordered only if the use at the proposed <br /> location: <br /> 1. Will not endanger, injure or detrimentally affect the use and enjoyment of other propeny in the <br /> immediate vicinity or the public health, safely, morals, comfort, convenience or general welfare of the <br /> neighborhood or the city. <br /> 2. Will be consistent with the comprehensive plan. <br /> 3. Will not impede the normal and orderly development and improvement of surrounding vacant <br /> property. <br /> 4. Will be served adequately by and will not adversely affect essential public facilities and services <br /> including streets,police and fire protection, drainage, refuse diposal, water and sewer ystems,parks <br /> and schools;and will not, in particular, create traffic congestion or interference with traffic on <br /> adjacent and neighboring public thoroughfares. <br /> 5. Will not involve uses, activities,processes, materials, equipment and conditions of operation that will <br /> be detrimental to any persons or properly because of excessive traffic, noise, smoke,fumes,glare, <br /> odors, dust or vibrations. <br /> 6. Will not result in the destruction, loss or damage of a natural, scenic or historic feature of major <br /> • <br /> importance. <br /> 7.
