Panning Commission/CU 04-34 <br /> November 23,2004 <br /> Page 2 <br /> • Site Plan <br /> Overview <br /> The proposed facility will provide a riding stable arena which will be utilized for therapeutic <br /> horse riding for children with disabilities. <br /> Analysis <br /> The subject property is two parcels of land with a total acreage of 25.07-acres, 2.8 of which <br /> is located in Big Lake Township. Both parcels of land will need to be combined into one lot. <br /> According to the memo submitted by Joyce Mickelson, there are 3.17-acres of wetlands, the <br /> house and mound system comprise 4.3-acres and the proposed center and corrals will be <br /> 2.6-acres. Also, 15-acres of the site are proposed to be utilized for crop rotation. <br /> Subtracting these uses from the 25-acres, there is no land for other uses on the property <br /> such as yard space or pasture land for horses. The ordinance currently requires 1-acre of <br /> fenced pasture land per horse. <br /> The number of children to be using the facility initially will be around 8-10 per week with an <br /> expectation that it will grow to approximately 25-30 children per week. <br /> The applicant currently has 10 horses and expects to have 20-25 horses in the future. <br /> The number of employees initially will be the applicants. When the operation is up and <br /> running fully, there will be one additional full-time and part-time employee. There will also <br /> be up to six volunteers supporting various aspects of the program. <br /> • <br /> There will be a maximum of two therapeutic sessions occurring at any given time. There will <br /> be one child per session and each session runs 45 minutes to an hour. The maximum <br /> number of sessions per day will be eight. With employees/volunteers, parents, and children <br /> there could be up to 12-15 people on site at any given riding session time which is estimated <br /> to be 4-5 vehicles. <br /> There will be no riding sessions starting after 7:00 pm and the facility will close no later than <br /> 8:30 pm. It is anticipated that the facility will be closed on Mondays and Tuesdays. <br /> All the riding activities will occur within the indoor arena. There will be no therapeutic <br /> riding occurring outside of the indoor riding arena. <br /> Approximately 15-acres of the site are proposed to be utilized for a rotating crop of <br /> hay/alfalfa mix and corn. A portion of the manure is proposed to be spread on the 15-acres <br /> of crop land. Given the current requirements of the ordinance,pasture land needs to be <br /> provided for horses.
