Parliamentary f roced u re Chapter 12 <br /> ROBERT'S RULES OF ORDER <br /> 110teS <br /> Planning Commission proceedings are conducted in accordance with <br /> Robert's Rules of Order to provide for standard procedures, avoid <br /> confusion, ensure a fair hearing for everyone, and to protect citizens <br /> rights. <br /> ORDER OF BUSINESS <br /> 1. Call to order: The Chairperson says, "The meeting will please <br /> come to order." <br /> 2. Establish a quorum: In order to conduct business legally, a <br /> certain number of commissioners must be present. The <br /> number for a quorum is stated in the city/county/township <br /> ordinance. <br /> 3. Approval of Agenda: The meeting agenda is approved, either <br /> as presented or as amended. <br /> 4. Minutes: The minutes of the previous meeting are approved, <br /> either as presented, or`as amended. <br /> 5. Agenda Items: The Commission works through its agenda of <br /> public hearing items, discussion items, training, information, <br /> etc. <br /> 6. Announcements: Announcements are made. <br /> 7. Adjournment: The meeting ends by a vote. <br /> HOW TO MAKE A MOTION <br /> 1. To obtain the floor, a commissioner says, "Mr./Madam <br /> Chairperson". The Chairperson recognizes the speaker by <br /> name. <br /> 2. To make a motion, say, "I move that we...". <br /> 3. To obtain a second, wait for another commissioner to say, "I <br /> second the motion". <br /> 4. The Chairperson then says, "It is moved and seconded that °'I <br /> we...". He/she then says, "Is there any discussion?". e <br /> Discussion may now occur.
