Kelsey Johnson, AICP <br /> Community Planner <br /> Zoning Ordinances <br /> Kelsey has served as the project manager and lead consultant on <br /> numerous zoning ordinance updates including those for the City of <br /> Mahtomedi and the City of Cloquet. Previous ordinances were a <br /> compilation of many patches that were prepared over many years. As a <br /> result, it was important that the updated Ordinances eliminated <br /> conflicting language, provided consistency with the recently updated <br /> Comprehensive Plans, and to respond to pertinent changes in the <br /> Minnesota State Law. By serving a role as a staff planner and a consulting <br /> staff planner, Kelsey has the institutional knowledge of not only how to <br /> prepare plans and ordinances, but ensuring these plans and ordinances <br /> can be implemented by staff. <br /> Housing Action Plans <br /> Kelsey has worked as the lead project manager and planner on the <br /> Housing Action Plan 2011-2020 for the City of Mahtomedi in association <br /> with the City's participation in the Local Housing Incentives Account <br /> Program (LCA LHIA) under the Metropolitan Livable Communities Act. The <br /> Plan provides the City with a reference to guide planning efforts, <br /> financial initiatives and strategies, and direction to the City regarding the <br /> approach it should take; the types of housing opportunities the City <br /> should promote; and the roles in providing those opportunities. <br /> City and Consulting Staff Planner <br /> Kelsey served as a planner for the City of Ankeny, Iowa, and currently <br /> serves as the consulting staff planner for the City of Mahtomedi, Tonka <br /> Bay, Saint Anthony Village, and Denmark Township. As such, she reviews <br /> all building permits for zoning compliance, conducts small area studies, <br /> prepares staff reports, ordinances, resolutions, and presents to Council's, <br /> Town Board's, and Commissions. In addition, Kelsey assists residents, <br /> developers, consultants, and builders with City policies, land use <br /> decisions, ordinances, sign codes, and zoning and subdivision regulations. <br /> Coordination with different stakeholders is an important role in Kelsey's <br /> day-to-day experiences as a planner. She knows the importance of how <br /> the plans and implementation tools we create really have an impact on <br /> the residents, staff, and community as a whole. <br /> A <br /> WSB <br />
