Kelsey Johnson, AICP <br /> Community Planner <br /> Kelsey is a community planner with extensive public sector experience. <br /> She has worked as a planner and consulting staff planner for the City of <br /> Ankeny, Iowa; the City of Mahtomedi, Minnesota; the City of Saint <br /> Anthony Village, Minnesota; the City of Tonka Bay, Minnesota; and <br /> Denmark Township, Minnesota. Her experience as a staff planner <br /> allows her to ensure that planning decisions can be practically applied. <br /> Kelsey has also served as the project manager and lead planner on land <br /> use plans, comprehensive land use plan updates, zoning ordinance <br /> updates, subdivision regulation updates, housing action plans, and Education: <br /> small area studies. Each of these initiatives involved a degree of public Bachelor of Science <br /> participation and involvement. Kelsey's strong leadership resulted in Community and Regional <br /> successful implementation of the plans she has worked on. Planning, Iowa State <br /> Kelsey is also a grant and funding specialist on WSB's Grant and University, 2006 <br /> Funding Committee. As a specialist, Kelsey diligently tracks and stays Registration: <br /> informed of funding and grant opportunities. Specifically, Kelsey is an American Institute of <br /> expert in planning and economic development funding sources which Certified Planners <br /> allows the documents she works on to set the state for future funding <br /> opportunities. This background and knowledge allows for realistic Affiliations: <br /> implementation policies, all while creating dynamic land use and American Planning Association <br /> redevelopment documents. Kelsey has assisted numerous clients with <br /> identifying funding opportunities, writing funding applications, and Sensible Land Use Coalition <br /> documenting/tracking funding once obtained. <br /> SELECTED PROJECT EXPERIENCE <br /> Comprehensive Plan Updates <br /> Kelsey has assisted in the preparation of a major comprehensive plan <br /> updates communities throughout Minnesota including the City of <br /> Mahtomedi and Grey Cloud Island Township. The Plans identify where the <br /> communities have been, where the communities are now, and where the <br /> communities seem to be heading. Key components of these plans are <br /> identifying land future land uses and growth patterns throughout the <br /> community. These visions are obtained by setting goals, objectives, <br /> policies and plans to guide the community in getting where they want to <br /> be. Public participation was promoted throughout these planning <br /> processes, which was facilitated in part by Kelsey, including meetings <br /> with Steering Committees, Planning Commissions, residents and <br /> neighborhood groups, members of the City Council/Town Board and staff. <br /> By engaging the public early on, the communities were able to ensure <br /> that their Plan would be valued and effectively implemented. <br /> Environmental Assessment and Review <br /> Kelsey has assisted in the preparation of EA's and AUARs for a number of <br /> projects throughout Minnesota including those for the City of Minnetrista <br /> and the City of Elk River. Kelsey works closely with WSBs environmental <br /> and natural resource staff throughout these processes to ensure land use <br /> decisions take into consideration the environmental and natural resource A <br /> amenities within the study area.
