Memo to Mayor and City Council/CU 98-18 <br />August 17, 1998 <br />Page 2 <br /> <br />Overview <br /> <br />Sand Companies is proposing to construct a 78 unit Country Inn and Suites <br />on property just north of the Perkins located at Elk Hills Drive and Highway <br />169. The project is located in the Elk River Retail Center Planned Unit <br />Development. The project also includes an amendment to the PUD to allow a <br />hotel as a conditional use and a replatting of the plat for Elk River Retail <br />Center. <br /> <br />The Elk River Retail Center was approved in 1994. The original plans <br />showed a class I restaurant (Perkins), 18,800 square feet of retail space and a <br />3,900 square foot automotive center. <br /> <br />PUD Amendment <br /> <br />The existing PUD agreement does not include hotel/motels as an allowed use. <br />Uses currently allowed are those listed as permitted, conditional and <br />accessory in the C2 (Office District) and as conditional uses retail shops and <br />stores, motor vehicle specialty shop, and class I restaurant. <br /> <br />The proposed hotel will have less of an impact on the neighborhood than the <br />originally approved retail and automotive center regarding traffic. Traffic <br />generated by the retail use would be almost twice as much, 91 vs. 55 peak <br />hour trips, than a motel. The 55 trips generated by the motel is based on full <br />occupancy. When the traffic generated by the automotive center is included, <br />the uses in the original plan generated more than twice as many peak hour <br />trips. <br /> <br />Preliminary plat <br /> <br />The preliminary plat for Elk River Retail Center No. 2 involves replatting 3 <br />lots from Elk River Retail Center into two lots. The largest lot (133,818 <br />square feet) is located on the north end of the site and will accommodate the <br />hotel. The smaller lot (61,617) is located between Perkins and the motel site <br />and is likely to accommodate an office use. <br /> <br />There is an existing drainage and utility easement from the original plat that <br />crosses through the middle of proposed lot 2. This easement will need to be <br />vacated. This item is scheduled to be considered by the City Council when <br />they review this preliminary plat application. <br /> <br />Access to the plat is provided by two driveways off of Dodge Street.
