H°ward R, Green Company <br /> <br />January 14, 2004 <br />File: 822970J-0240 <br /> <br />Mr. Chris Leeseberg <br />City of Elk River <br />13065 Orono Parkway <br />Elk River, MN 55330 <br /> <br />RE: <br /> <br />POWELL ADMINISTRATIVE SUBDIVISION <br />LOT 9, BLOCK 1, COUNTRYSIDE ACRES ADDITION <br /> <br />Dear Mr. Leeseberg: <br /> <br />As requested, we have reviewed the administrative subdivision exhibit prepared by John Oliver & <br />Associates and dated December 24, 2003, There was also an additional administrative subdivision <br />exhibit submitted by John Oliver & Associates that showed a different configuration of the two parcels, <br />which was dated December 26, 2003. Both of these exhibits are missing significant information to <br />adequately evaluate this request. The additional information required would include the following: <br /> <br />There is a wetland that appears to encroach into Parcel B from the east, which is not <br />shown on the exhibit. The exact wetland boundaries should be located. <br /> <br />2. There is no potential house location shown on Parcel B. <br /> <br />3. Parcel B should have a primary and secondary septic location shown. <br /> <br />Parcel A, which contains and existing house and outbuildings, should also have a <br />secondary location for a septic shown on the site. The secondary location needs to be an <br />area that has not been compacted during the original construction of the home and other <br />buildings on the site. <br /> <br />Rebecca Haug, Environmental Assistant, should be asked to render an opinion regarding <br />whether or not the ditch on the west side of Ironton Street would be considered a <br />continuation of the wetland mentioned earlier. If it is considered a continuation of the <br />wetland, Rebecca should be asked about constructing driveway across this wetland with <br />regard to whether or not it would be allowed, and under what conditions it would be <br />allowed.
