Himle Horner Inc. <br />NCDA Public Information and Public Affairs Communications <br />SCOPE OF SERVICES <br /> January 1 - June 30, 2004 <br /> <br />For the period of January I through June 30, 2004, the Consultant will: <br /> · Provide strategic counsel to the project management team on public <br /> information, communications and public affairs issues <br /> · Keep corridor residents and project supporters informed about the benefits <br /> and status of the Northstar commuter rail project. <br /> - Audiences will include supporters/residents within designated project <br /> configuration and beyond to Central Minnesota. <br /> · Continue to support discussion of the project among state opinion leaders, <br /> news media and various interest groups. <br /> · Provide strategy and materials to respond to questions and criticism <br /> among the media, opinion leaders and other interested parties. <br /> · Provide materials to assist lobbyists in their communication with <br /> policymakers. <br /> · Continue to aggressively promote public involvement. <br /> <br />To accomplish these objectives, the following tasks will be implemented during the <br />course of this contract, although the individual tasks may be modified by the NCDA, as <br />needed. <br /> <br />Public Outreach and Communication <br /> a. Maintain information distribution databases <br /> b. Enhance and maintain opinion leader databases <br /> c. Produce 3-4 supporter updates/notifications <br /> d. Produce at least 2 opinion leader update mailings <br /> e. Create power point presentation with new project information for public <br /> presentations <br /> f. Manage regular web site updates with timely information for the public on <br /> the project <br /> g. Keep supporters engaged in the project and assist them with information <br /> should they want to advocate on behalf of Northstar. <br /> h. Identify new supporters. <br /> i. Assist NCDA in their outreach/cooperative efforts with business leaders. <br /> j. Assist NCDA in the petition campaign among corridor citizens and <br /> businesses <br /> k.
