Chair and Director Reports:

1) Boys and Girls Club: Tom McKinney and Bill Helliwell met with Duane
Howard and his staff person and discussed the potential for partnering for specific
activities. The Boys and Girls Club showed interest, particularly for possible summer
programs. Tom McKinney is to develop a proposal to be submitted so a follow-up
meeting can be scheduled after the first of the year.

2) Northwest YMCA Board Meeting: Bill Helliwell attended the Northwest
YMCA Community Board meeting on 11/20/03. He reported that the size of the group
was about typical of what meets for Elk River and that it seems like most of the detail
work is done at the committee level with the Board Meeting being the time for updates
and decisions on direction.
They have several approaches to fund-raising, with the Y Partners Campaign
probably having the most immediate impact for Elk River.
Bill will ask for a listing of the programs offered out of the Northwest YMCA and
also a copy of their operating budget so that the Program and Finance Committees can
review for applicability.
Along with Stephanie Klinzing previously stating that she was interested in
joining the Northwest Board, Joni Lawrence also volunteered.

Discussion Items:

1) Student Members for the Elk River Committee: Ron Touchette suggested that
two or three high school students be recruited to serve on the Founders' Committee.
They could be used to help determine programming needs for this age group in the
community. The committee thought this was a good idea and Ron volunteered to pursue
it.

2) Y Partners Campaign: Ron Touchette said that he was scheduled to meet with
Tina Scheid on a possible Y Partners Campaign for Elk River. He will bring the
information to the next Founders Committee meeting in January.

3) Meeting Schedule: The committee discussed the frequency of meetings and
decided on a eight (8) meeting per year frequency, with no meetings in June, July, August
and December unless the need arises.

The next Founders' Committee meeting will be Thursday, January 8, 2004 at
7:00 am at Lions' Park.

The meeting was adjourned about 8:30 am.
