<br />
<br /> Subd. 4. (~it'y Parks and Otl~r Public Property. No person shall stop, stand, or park a
<br />vehicle in any place in a public park or on other public property except in designated parkin8
<br />areas, or in violation of any official posted sign. (Ont. 9~.1, Ol/O7/98)

<br /> Subd. 5. Snow Emergency. After a snowfall of at least 2 1/2 inches in the City, parking
<br />is prohibited on any public street or alley until and ai~r that particular street or alley has been
<br />plowed and the snow removed to the curb line. It is unlawful to deposit snow or ice, plowed or
<br />removed from private property, onto the traveled portion of a street, alley or public way.

<br /> Subd. 2. T_..~. A truck may not be parked on any public street, avenue, alley, or other
<br />public way for a period more than necessary for loading or unloading in the due course of
<br />business but in no event for a period of longer than 30 minutes except where such truck is
<br />directly ancillary to ongoing building construction. Trucks parked under this provision are
<br />subject to Subdivision 1. For purposes of this Section, the term 'truck' means a self-propelled
<br />motor vehicle not operated on rails, having a capacity Of one and one-half tons or more, or any
<br />tractor or trailer or combination thereof,

<br />1310,09. Parking_ in Fron} Of Public Buildin~Ls. No person shall swp, park or leave standinll
<br />any vehicle on any street in from of the entrance to, or exit from, any church, hospital, school,
<br />theaU;r, dance hall, ho~el or motel for the full width of such entrance or exit durin{ [he hours that
<br />such buildings are in use by the public. Upon approval by The Chief of Police, the owner of any
<br />such buildiu8 used for any of such purposes shall cause to be placed at such entranc~ or exit one
<br />hour before such building is opeued to public use proper, adcquau: and visible signs giviu{ notice
<br />to the public that parkin{ is prohibited during the hours of such public use. Such si~ shall be
<br />removed when such public use of the building ceases.

<br />1310.11. Towawav of Vehicles; Contractors. Subdivision 1. ~. A vehicle
<br />parked in violation of this Code may be removed from any public sweet, alley or public way or
<br />grounds by any police officer or City official. The owner or driver of the vehicle shall be
<br />notified, if present or readily available, to remove the vehicle. Otherwise the vehicle may be
<br />towed away to any garage, service station or other plaCe of safckeepin~ and impounded as herein
<br />provided, to facilitate snow removal, street malntentnce, thc orderly flow of traffic, fire fighting,
<br />or other lawful purpose. The owner shall pay the costs of such towin~ and storage. The removal
<br />of a vehlclc by or under the direction of thc police officer or other City official docs not prevent
<br />the prosecution of a violation of this Section.

<br /> Subd. 2. _proposals for Towin_~ ¢olutracto{'~. The City Manager shall solicit proposals
<br />from persons dcsirir~ to act as towing contractors for vehicles impounded under this Section, and
<br />the Council may, by resolution, accept the proposal of one or more of the proposers as official
<br />towing contractors of the Cit);.
